In a bid to recognize and reward effective teaching, the Texas Legislature introduced the Teacher Incentive Allotment (TIA) as part of House Bill 3 in 2019. The program, administered through the Texas Education Agency (TEA), offers qualifying teachers the opportunity to earn significant salary increases, with the potential for some to earn up to $32,000 more annually.

The Texas Legislature explained, "There are several factors that determine the allotment, but it can range from an additional $3,000 to $32,000 annually that high-performing teachers can earn for their districts." Since its inception, the TIA has seen growth, with 13,774 qualifying teachers in 346 school districts being awarded over $145 million through the program as of 2023.

Notably, in Senate District 10, where parts of 65 school districts and charters are represented, 35% of traditional ISDs and 70% of charters are participating in the TIA program. The Texas Legislature expressed hope for more districts to take advantage of the opportunity, stating that the initiative has successfully directed funds to high-performing teachers.

The Texas Legislature emphasized the importance of the TIA, referring to it as a critical investment to appropriately reward teachers. They drew parallels between compensating effective employees in a business setting and the TIA's application of a free-market approach to government.

Furthermore, the Texas Legislature highlighted the significance of the public education system, comparing it to the third-largest private corporation in the nation. They underscored the importance of incentivizing educators through programs like the TIA to aid in recruitment, retention, and acknowledging the vital role of teachers in shaping future leaders.

The TIA continues to be a valuable tool in supporting and rewarding teachers in Texas, with projections indicating further growth in funding for qualifying teachers in the coming years.
